Parties are pushing for a track to citizenship.
I believe amnesty should be EARNED
to be fair to all applicants, requiring restitution
in proportion to the length and severity of any violations:

I also believe a similar track should be established for
training future leaders and preparing whole communities
to become self-governing by developing their own infrastructure
and management.
So instead of just creating more citizens dependent on govt,
we also create more cities and states independent of govt
to balance these two forces of change.
The idea I compiled from several sources
was to develop sustainable "campuses" to convert
public housing (SEE ,
prisons or even sweatshop factories into
military teaching hospitals for training interns
in health care, business and law, or government
management in exchange for credits or restitution
in cases where loans, debts or damages are paid off.
What do you think of this idea? To pay for health care
and prison and border/immigration reform by setting up
restitution for past violations, and investing those resources
into developing sustainable community campuses to
teach self-government and financial independence?
And use these bases for training and experience for
future leaders to run for office, based on their proven
record and not how much money they spend on empty promises in the media.
What if we required all candidates running for office
to pay 10% locally or 15% nationally into a fund to create
jobs and training at national sites that need restitution or preservation
(such as environment or historic landmarks) from the campaign money
they raise over 1 million cap. Anything above that amount would be
taxed at 10% that goes into their party to set up training for future leaders,
or 15% for national elections that goes into vet housing and jobs
to restore national historic sites as sustainable campuses for
training in business or other social services including health care.

how much could we change the campaign election and partisan culture?
by investing resources DIRECTLY into longterm solutions and training leaders for future office
(instead of wasting millions if not billions on short term media campaigns that don't solve anything)
